Embrapa's Agropensa system is subject of paper in international ST&I publication

Embrapa's experience with their Strategic Intelligence System, Agropensa, has just been published on Foresight, one of the world's most important publications aimed at promoting the development of analytical and prospective research in the field of science, technology and innovation. 

Agropensa was considered a reference due to the performance in mapping and supporting the organization, integration and dissemination of agricultural databases and information, in addition to prospecting trends and identifying future scenarios that allow Brazilian agriculture to prepare for potential challenges and opportunities. The paper was authored by the analyst Lívia Torres and the supervisor of the Network of Observatories, analyst Marcos Pena, from the Secretariat of Intelligence and Strategic Relations (Sire).

Entitled "Foresight as decision-making support within bounded rationality in individuals and organizations – Embrapa’s strategic intelligence system – Agropensa’s case, the paper describes how the strategic intelligence process relates to organizational management, with the strengthening of long-term corporate behavior, and helping - through qualified information - decision-making by the Corporation's upper management. “The motivation behind the study was to identify how practical prospection activities in the scope of Embrapa's Strategic Intelligence System contributed to mitigating the difficulties that are inherent to the decision-making process”, Marcos Pena explained, underscoring the complexity of the problems in contrast with the limitations of the tendency to adopt simplified and summarized models: “Such approach leads to a wrong understanding of the world”.

According to analyst Lívia Torres, author of the paper, anticipatory information contributes to create competitive advantages and helps to address issues before they become concrete facts. “But Embrapa's greatest differential is that establishing a strategic intelligence area focused on the implementation of a systems structure allowed the Corporation to start to orderly accumulate knowledge about the future, by establishing formal processes, favoring the expansion of mental models and the presence of new information in the decision-making process. Important achievements that contributed to mitigate problems that are inherent to human rationality”, she explains.

The paper describes the establishment of Embrapa's observatories, their process of strategic intelligence and how the monitoring for the detection of future trends and signals takes place in the branches of the corporation throughout the country. “A prospective outlook was incorporated in both local and corporate decision-making”, said Torres, drawing attention to the Corporation's investment in the consolidation of a prospecting culture. In 2017, Agropensa's results earned Embrapa the first place in the Innovagro Awards, in the category "organizational innovation in agriculture". The initiative, promoted by the Innovagro Network, is related to the Inter-American Institute for Cooperation on Agriculture (IICA).
