For Embrapa, public policy is much more than a contribution to Brazilian society: it is a mission. The growing challenges of the evolution of science in discovering solutions for the most diverse issues stemming from social, environmental and economic vulnerability which have affected the planet, countries and people have also been the driving force for knowledge building and research development represented by the countless different results Embrapa delivered to public policies aimed at the rural and urban population.

Such convergent motivations – which are driven by guidelines and interventions from local, state and federal government demands; implemented by teams in every Brazilian state; and committed to the common goal of addressing environmental, economic and social problems in the agricultural and agrarian context – allow for the fact that once Embrapa's solutions are adopted and multiplied, they broaden horizons and perspectives for people and their communities.

In Embrapa's Research, Development and Innovation (RD&I) agenda, recommendations for public policies are internalized through a range of corporate mechanisms, such as RD&I and technology transfer programs, projects and actions. Deliveries take the form of technical and scientific information for the Executive and Legislative Powers, and/or technological assets and socio-technical knowledge that, as a whole, result in the interaction of technical and social systems, whose improvement focuses on excellence in the technical performance of work and on the quality of life of people in the countryside and in the city, the main goal of all public policy.

Inserting public policy as a factor in the creation and development of solutions to meet the country's different and multiple challenges has been embodied in Embrapa's research programming agenda, which increasingly demonstrates the effectiveness of the Brazilian Agricultural Research Corporation's mission: to make research, development and innovation solutions for the sustainability of agriculture, for the benefit of Brazilian society.
