History
Contemporary society is marked by the search for direct participation in the State's decision-making and, as a result, strongly monitors government activities; which is conventionally called social control. This context encourages organizations to aim for greater transparency in the interlocution with the society, by offering room for dialogue and information that is useful for citizen participation.
In the perspective of the evolution of the democratic process, it is desirable that this participation ensures the exercise of social and individual rights to freedom, well-being, development based on legitimate routes that citizens wish to trace, equality and justice as basic values of a society committed to the pacific solution of controversies, contributing to improving public institutions and the provision of public services.
In this context, considering Embrapa's Master Plan's principles, policies and guidelines, which stress that the Corporation's activities should focus on the client as a general guidance, the Administrative Council (Consad) approved the creation of the role of Ombudsperson, establishing the corresponding attributions and responsibilities through the Resolution of the Administrative Council no. 08, on April 19, 1999 (BCA Year XXV, No. 20/99, dated May 03, 1999).
The Ombudsmanship Service operated under such configuration until March 2012, when the Law of Access to Information - LAI (Law 12,527/2011) motivated the corporation to create the Ombudsman's Office as an Embrapa Unit.
Following guidance from Embrapa's President with regard to this reorganization, a working group led by the then Secretariat of Management and Strategy was formed with the aim of elaborating the Ombudsman's Office new statute and structure, which would eventually incorporate the Citizens Information Service (SIC), the area responsible for processing the Requests of Access to Information in federal public agencies and entities. This new configuration was consolidated with the publication of the Resolution of the Administrative Council No. 126, July 10, 2013, which established Embrapa's Ombudsman's Office as an unit.
From its inception to its reorganization, the service was represented by four ombudspeople: Dr. Luiz Antonio Muniz Machado (1999 - 2001), Dr. Anis Nacfur (2001 - 2004), Dr. Alípio Correia Filho (2004 - 2008) and Dr. Quirino José de Azevedo (2008 - 2013). Since the new institutional arrangement, the current ombudsperson Zenilton de Jesus Gayoso Miranda, which was assigned for the position Ordinance no. 948 of July 22, 2013, is also responsible for the application of the Law of Access to Information in Embrapa's scope, in compliance with Art. 40 of the LAI.
